简要规则描述：依法保障三林镇西林村“城中村”改造项目区域范围内的非居企业房屋土地征收补偿工作顺利进行，及时化解房屋土地征收补偿过程中的矛盾，按时完成房屋土地征收补偿任务，维护和谐稳定的局面。特聘律师事务所处理本项目的法律专项事务（具体要求详见竞争性磋商文件—第三章 采购需求）

Brief Specification Description:Ensure the smooth progress of non residential enterprise housing and land acquisition compensation within the scope of the "Urban Village" renovation project in Xilin Village, Sanlin Town in accordance with the law, timely resolve conflicts in the process of housing and land acquisition compensation, complete housing and land acquisition compensation tasks on time, and maintain a harmonious and stable situation. Specially appointed law firm to handle legal affairs related to this project (specific requirements can be found in the competitive negotiation document - Chapter 3 Procurement Requirements)

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：

（1）本项目非专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格扣除优惠；

（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；

（3）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为其他未列明行业。

(b)Qualification requirements to be met to implement government procurement policies:(1) This project is not specifically aimed at purchasing from small and medium-sized enterprises. During the evaluation, small and micro enterprise products are eligible for a 10% price deduction discount; (2) Support prison enterprises and welfare units for people with disabilities, and treat them as small and micro enterprises; (3) According to the "Classification Standards for Small and Medium sized Enterprises" (MIIT Joint Enterprise [2011] No. 300), the industry to which the small and medium-sized enterprises in this project belong is other unspecified industries.

(c)本项目的特定资格要求：1.具备司法部门核发的有效的《律师事务所执业许可证》；
2.本项目不允许转包。

(c)Specific qualification requirements for this program:(ⅲ)Possess a valid "Law Firm Practice License" issued by the judicial department; (ⅳ) Subcontracting is not allowed for this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
